Physical movements, verbal speech and silent thoughts are all forms of action -- one more gross, the other more subtle. All acts are expressions of consciousness and all consciousness is power, so all acts have a power of self-expression which leads to consequences. The silence maintained out of fear is a negative act of will, an incapacity, so it has different consequences than the silences maintained by self-control and self-mastery. But both have consequences. As a rule, the more subtle the act, the more powerful it is. That is why silent will is more powerful than the expressed command or request.
