Next step after democracy

Democracy is not merely a political system for selected leaders. True democracy is based on fundamental individual rights and human values enforced by rule of law. The core values of democracy are freedom and equality, which are spiritual. But the actual functioning of any democracy depends on the consciousness of the people and the society. Only to the extend that the social consciousness of the people evolve to really embrace democratic values can a system be called truly democratic.
